CCC election-2020: Death of 4 candidates, what action next?

There are two more months to end the term of the administrator of Chattogram City Corporation. According to the rules, the election commission has to hold the election before the end of the term of the administrator. But the death of a total of four councilor candidates, including one reserved councilor, has made the situation complicaed.
It is being hacussed whether new councilors will be elected in the constituencies of the four deceased candidates or whether a new schedule will be declared. However, the Chattogram Regional Election Officer said that no decision had been taken yet about the CCC election. According to the Regional Election Office, four candidates died in the last few months.
They are Shahida Begum Parveen, councilor candidate of reserved Wards (17, 18 and 19), Mazharul Islam Chowdhury, candidate of general Ward 30, Hossain Murad, candidate of Ward 38 and Muhammad Joynal Abedin of Ward 40.
Regional Election Officer. Hasanuzzaman told media that the election is ready whether it is at the end of December or in January. We will be able to start the activities if we get the instructions from the Election Commission. Asked whether the election for the post of councilor in the constituency of the deceased candidate would be held at the same time or whether a new schedule would be announced later, he said the commission would take a decision in accordance with the law.
Sub-rule-1 of Rule 20 of the Local Government (City Corporation) Election Act-2009 (Amended) Act states that in case of death of a candidate before the vote is taken, the Returning Officer shall cancel the election of the concerned post of the City Corporation by public notice.
In addition, Sub-Rule-3 of the same rule states that after being informed by the Returning Officer, he will announce the new election schedule for the relevant post in the constituency and the Returning Officer will take further action as per the decision of the Commission.
However, if the nomination of a candidate is already considered valid and the candidature is not withdrawn, there is no need to submit a new nomination paper.
Earlier, Khorshed Alam Sujan was appointed as the administrator for 180 days after the expiration of CCC term on February 8. The appointment was made in accordance with Section 25 of the Local Government Election (City Corporation) Act (appointment of administrators in particular).
In the postponed Chattogram City elections, seven people are contesting for the post of mayor. Besides, 269 candidates are contesting 55 posts of general and reserved councilors.
The mayoral candidates are- Awami League’s M Rezaul Karim Chowdhury (boat), BNP’s Dr. Shahadat Hossain (paddy Sheaf), MA Matin (Minar) of Bangladesh Islamic Front, Abul Manzoor (Mango) of NPP, Islamic Movement of Bangladesh. Jannatul Islam (hand fan), Muhammad Waheed Murad (chair) of Islamic Front Bangladesh and independent candidate Khokon Chowdhury (elephant).
