IMO makes compulsory of having WVC: Deadlock feared in exporting shipment from Ctg Port

With a view to ensure the lives of the sailors of the ocean going vessels, International Maritime Organisation(IMO) has made compulsory of having Weight Verify Certificate ( WVC) in each export laden container vessel from July 1 next, a reliable sources said.
 According IMO rules, shippers (organizations engaged in cargo shipment) are supposed to provide WVC of gross weight of container to vessel captain. But a number of organisations are dealing with this tasks in Bangladesh. As such , it is not clear who will issue the WVC in Bangladesh. On the other hand , ship captain will not permit to load cargo container unless providing WVC . Concerned port beneficiaries fear deadlock about exportable cargo shipment after first July next unless the effective measures in issuing WVC is finalized.
Mercantile Marine Department sources said, IMO made compulsion of SOLAS (Safety of Life at Sea) regulations in export shipment through container . Following the unwanted incidents of container vessels in sea, IMO made compulsion of SOLAS, sources said. The SOLAS rules are being implemented in other countries of the world and as a member country of IMO , Bangladesh is bound to comply the SOLAS regulations. The matter of SOLAS regulations was apprised to Shipping Directorate of GOB by IMO , sources said
A sources of Mercentile Marine Department told The New Nation that system of WVC made compulsory from next July and according rules of IMO , shipper is bound to issue WVC but in Bangladesh a number of parties involved in export cargo shipment . Concerned authorities will ascertain the shipper who will issue such WVC in this present context .
Sources said the matter in the meantime was discussed twice and a views exchange meeting in connection will be held in Ctg Port Training Institute hall next week to finalise the matter. To affect the new IMO rules, guidelines have been sent to Chittagong Port, Shipping Agents association, Bangladesh Freight Forwarders Association , Bangladesh Inland Containers Depots Association recently , sources added.
