ATM card forgery: DB launches shadow probe

The detectives have started a shadow investigation over the recent fraudulent transaction through some ATM booths in the city.
“We are yet to receive any written complaints from victim bank customers or from banks. But the investigation was launched following media reports,” Monirul Islam, Additional Commissioner of Detective Branch (DB) of Police told this at a press conference held at DMP Media Centre on Monday afternoon.
He said, a case has been filed with Dhaka’s Banani police station by United Commercial Bank (UCB) in this connection stating that ‘skimming devices’ were installed at some of their ATM booths to steal account holders’ money from the booths
Responding to a question, Monirul said, some African nationals were also found involved in various criminal activities in the country.
“They were sent back to their respective countries after their involvement in such activities. But some of their cohorts are still staying in the country taking advantage of legal barriers. They are reportedly committing crimes,” he added.
Our Staff Reporter adds: Bangladesh Bank (BB) on Monday issued a six-point instruction to banks to prevent fraudulent transactions through ATM booths.
The payment system department of BB gave the instructions to banks against the backdrop of recent ATM booth scam in which fake cards were used to withdraw money of some clients of Eastern Bank Limited.
It said ATM booth must have anti-skimming and PIN shield devices and such devices must be installed in the previously set up booths.
Everyday, the video footage of the transaction at the ATM booths must be observed perfectly and effective measures must be taken once any doubtful things are observed.
If it is found information and PIN number of a client’s card is leaked during the use at ATM booth, the bank concerned must provide a new card to the client cancelling the previous one.
If the card holder is a client of other bank, then that bank must be informed and requested to take appropriate measures. The bank will inform the law enforcement agencies and request them to take necessary measures.
Each bank will send reports on monthly basis after auditing the transaction at their ATM booths on random basis.
Security guards at the ATM booths should be provided training to check fraudulence. The guards will remain alert about the people wearing cap, sunglasses and bearing bags.
As soon as money is withdrawn from an ATM booth, the client must be informed through sending SMS to their mobile phone.
