Mohd Siddiqur Rahman :
We have come a long way, Country has progressed a lot, four decades since independence is a witness to it’s multiple developments, being phenomenal the sectors : Agriculture, Education, Health, Industry, IT and Communication. It is an admitted fact that Bangladesh is highly potential with it’s fertile land and huge manpower. And our government is determined to explore all possibilities in order to make it a middle income earning country by 21st century and also visualize making it a developed country by 2041. Various programs and projects are under way towards having the visions fulfilled. It can rightly be said Bangladesh has been confidently moving forward to achieving the goals, some goals believed to be attained within the time framed. Besides, we are aware that Bangladesh has already embarked on Millennium Development Goals, and in it’s Sixth Five Year Plan (2011-2015) has integrated The Millennium Development Goals within broader agenda of the economic and social targets. The first implementation report of The Sixth Plan reveals that Bangladesh is on track in achieving the targets set to be implemented by 2015. Our success is also acclaimed globally.
It is the multimedia organs keeping us a breast of what is happening in and around the country. The news of country’s innumerous crimes and corruptions that have been occurring in pervasive and ominous character over the recent periods have obviously created great anxiety and tension among the public .Sad news continues to soar and hog the news papers headlines almost every day. It looks like that the perpetrators are very much active with momentum and have challenged the administration to foil it’s all strategies and targets of developments. Law enforcing authorities surely have been struggling hard to put them down with utmost capacity and efficiency and providing safety and security to the country. Thanks and gratitude to the members of the RAB and COP for delivering their services to the nation day and night sincerely.
Peoples are becoming ferocious, cruel, extremely savage and devoid of conscience, morality and humanity. It seems they are gradually returning to the age of barbarity. Now what has been happening around us cannot be the panorama of a civilized society . We are astonishingly seeing this panorama of cruelty and barbarity with tension and anxiety. Barricaded the road, the government representative has been burnt to death in broad day light in Noakhali and simultaneously seven persons have been murdered in Narayangonj in a very ominous style . Having tied the parents with rope, daughters are being raped to death ,detained the husband, the wife has been tortured to death .Lives are being lost to a trifling matter even .
Lovers are taking revenge on their girl friends by spreading the photos of their exclusive moments through internets . As a result suicidal cases are increasing. As man has taken laws in own hands ,strangers are seen beaten to death on the streets on suspicion of thefts or hijackers .There are cases: Bus conductor has caused death to the passenger by pushing him out of the bus for nonpayment of one taka only . Wife along with children are sacrificing life due to poverty, family feud or husband’s extra marital love with others .Some are committing suicide jumping over train line or river or pouring petrol onto the body. Reports of Hijacking, theft , ,robbery are forthcoming everyday. Conflicts predominantly prevail between or among the political parties bringing about abduction, disappearance and even murder in all districts of the country . Life and property are at stake because of rising of muscle power ,terrorists and hardcore criminals and their evil acts have affected every strata of the society. Social discipline is on the way to collapse . Embezzlement of Bank’s money, money laundering and deceitful activities of evil designers are not rare in our country .
One is trying to grab another’s property as he is not satisfied with what he has .For most people, money and material gains seem to be the most, if not the only important thing in life . They go all out to make as much money as they can . The youth are at a loss as unemployment on the rise , many becoming drug addicts and getting them involved in various offensive activities .A section of young men wants to be rich overnight at the expense of others exploiting even his own friends and relatives .
Young girls and ladies are the victims of circumstances both physically and mentally because of their vulnerability. Lives and properties of the minorities have been ravaged through violence on many occasion. These are fearful appearances of the society that have hardly been witnessed in the past, more fearful is that number of criminals are seen roaming around us with impunity and least difficulty. There are so many unpleasant episodes alike or in some other forms that one or two write up cannot cover them all at length. Confirmed, corruptions and crimes are in no accounts pervasive throughout the country and has reached a new height. Supplementary drive is crucial to repress them and correct the situation as early as possible
Crruption is caused as well as increased because of the change in the value system and ethical qualities of men who administer. The ideas of morality, service and honesty are not respected and nourished as before.
Vast size of population coupled with illiteracy and poor economic infrastructure lead to corruption in public life.
In highly inflationary economy, low salaries of government officials compel them to resort to road of corruption.
Tolerance of people towards corruption, complete lack of public outcry against corruption and absence of strong public forum to oppose corruptions allow corruption to reign over people. As a developing country, we have been experiencing more corruptions due to manifold reasons, a few of them has been mentioned above.
Administration has been doing it’s part to punish the perpetrators and keep the law and order under control. From practical point of view, there seems to be no way to eliminate corruption completely. The only possibility is to reduce to a minimal level. To this end, supplementary policies and program might be adopted. A drive to recover the arms from the possession of unauthorized persons could be launched with immediate effect.
Most Stringent laws, if necessary were enacted anew to repress the evildoers and they all should be brought under trial without prejudice. Hundreds and thousands of court cases remaining pending for a long period need be disposed off and for delivering speedy judgments, more and more courts might be set up even at Upazila level .
Responsiveness, accountability and transparency are a must for clean system.
Bureaucracy, the backbone of good governance, should be made accountable, ethical, transparent and citizen friendly. Nexus between the groups of persons cherishing only illegal personal gain at different levels might be identified and intercepted .It is recommended that law enforcing bodies play their role more independently in order to bring discipline in the society .
In our present curriculum of education, Ministry could think of getting a book on moral education included as a compulsory subject at all levels in all educational institutions in order that we do not become devoid of moral and ethical principles. With due respect we would urge social scientists, enlightened thinkers to come forward with their expert opinion on this issue.
