Contempt rule against Mayor Atiq, 4 others

The High Court has issued a contempt of court ruling against Dhaka North City Corporation (DNCC) Mayor Md Atiqul Islam and its four officials for not complying with its directive regarding promotion of an official.
In the ruling, the HC wanted to know from them in four weeks as to why a contempt of court proceeding should not be initiated against them for not implementing its directive.
The HC bench of Justice Md Mozibur Rahman Miah and Justice Kamrul Hossain Mollah passed the order on Monday after holding hearing on a contempt of court petition filed by DNCC’s Deputy Assistant Engineer Md Mizanur Rahman.
The four other DNCC officials are— Chief Executive Officer (CEO) Md Selim Reza, Chief Engineer Brigadier General Muhammad Amirul Islam, Secretary Mohammad Masud Alam Siddique and Chief Inquiry Officer Md Mozammel Haque.
The officials have been asked to comply with the ruling within four weeks.
Lawyer Pankaj Kumar Kundu appeared for Mizanur Rahman during the hearing on the petition, while Deputy Attorney General Nawroz MR Chowdhury represented the state.
The HC on November 4, 2019 directed DNCC authorities to dispose of an application filed by Mizanur Rahman seeking a promotion.
As the authorities did not dispose of his application, Mizanur Rahman served a legal notice requesting them to promote him. Being angered by the notice, DNCC authorities suspended Mizanur Rahman from the office.
Following his writ petition, the HC on January 24 this year stayed the suspension order and the Appellate Division on April 4 upheld the HC’s stay order. However, DNCC authorities did not reinstate Mizanur Rahman to his office.
Subsequently, he filed a contempt of court petition with the HC against the DNCC mayor and the officials. Upon hearing the petition, the HC on Monday issued the contempt of court ruling against the officials.
