There is a provision of incorporating Consumers’ Representative in Board of Directors of Chattogram Water & Sewerage Authority (CWASA) since 2012 to look after the interests of the CWASA consumers in the port city.
A govt nominated board member designated as Consumers Representative is assigned in Board of Directors among other members. The Board consists of one Chairman and 12 members. There was a provision for one Consumers’ Representative in Board but the tenure of CR expired four years ago. With advantage of nomination of new CR, the immediate past CR conducting the affairs of consumers defying the existing provisions reasons best known to CWASA .
It is learnt from different sources that the image and reputations of CWASA is going to be undermined following the existence of time bared member in the Board. . Mentionable that CWASA Board constituted in 2012 with one Chairman and 12 members coopted from different agencies including from consumers and media side.
Among 12 Board members, incumbent Managing Director will remain as Board member. In first Board of Directors, political personality Md. Solaiman Alam Seth nominated as CR in 2012 for 3 yrs term and hence his nomination became void in 2015.
After expiry of nomination tenure of Solaiman Alam Seth , CWASA Authority sent a DO letter to the concerned Ministry proposing three names for nomination of CR including name of Solaiman Alam Seth for next tenure . But the ministry not yet consented any name from the proposed names for CR as yet.
Again after passing of another term of 3 yrs since 2015 , CWASA did not sent any list for next term in 2018. With the advantage of new nomination for CR, Solaiman Alam Seth is enjoying facilities from CWASA violating provisions of CWASA Board rules.
When asked Solaiman Alam Seth said he was not excluded from CWASA Board by the concerned ministry as yet and he is ready to quit the post of CR if so desired by higher authority.
Solaiman Seth declined the allegations so came in media and blamed a vested quarters conspiring against him , he added while contacted . Very recently a Consumers meet was arranged at a city’s 5-star hotel where a very few consumers attended other than CWASA officials , CWASA contractors .
In that consumers rally, Solaiman Alam Seth was also absent in it .
When asked CWASA Managing Director Engr. AKM Fazlullah said CWASA authority has no power of nominating the CR rather Ministry’s decision is absolute in that matter. He also said until the new members is nominated by the concerned ministry, the previous one will hold the portfolio.
He further apprised that soon after expiry of tenure of CR ,authority immediately sent letter to ministry proposing three names which still hanging in the ministry.
Vice Chairman of CAB, Chattogram chapter SM Nazer Hossain told this correspondent that no legality of Solaiman Alam Seth as a CR because his tenure expired four years ago. Despite his expiry as CR, Solaiman Alam Seth is presiding the important meetings of Consumers beyond provision.
Nazer Hossain also said CR should be nominated from the consumers and the consumers can realise the sufferings of the consumers other than politicians.
CAB leader further demanded to nominate members in govt service oriented agencies from CAB rather political personalities or bureaucrats.
Meanwhile in the 51st board meeting of CWASA held b on May 25 last , a 3-members probe committee is formed to investigate the consumers’ harassment, scarcity of water and system loss of CWASA and asked the committee to submit report before the next general meeting .
As per agenda of the meeting, the matter of expiry of the tenure of Solaiman Alam Seth as CR presented in the discussion table of the meeting.
During discussion on the matter, Solaim Alam Seth being excited and agitated uttered objectionable comments with aggressive mood against few Board members including Media representative Mohsin Kazi of CUJ in the meet . Solaiman Alam Seth became excited after media reports placed before the discussions . He uttered that those who speak against him have no pure blood and their family status is very poor. He further said that govt. appointed him seeing high family status. While asked CWASA Managing Director admitted that the altercations with the media member occurred at CWASA meeting . CWASA chairman Prof Engr. Nazrul Islam tried to calm Solaiman Seth from excitement and compelled to change the agenda of the meeting, a sources on condition of anonymity said.
Following the ill behave with the senior journalist leader of CUJ and BFUJ Mohsin Kazi, Chattogram Union of Journalists condemned and protested the harassment instantly . In an instant statement of CUJ duly signed by Acting Presdent and the General secretary said when the matter of consumers interests in CWASA came in the discussions through presenting media reports on consumer’s harassment and ghost water bills and indiscriminate road cutting led to public miseries by the media representative , Solaiman Alam Seth became agitated with the journo in harsh languages , the press statement added.
The altercations with journos and misbehave was also published in different medias including a online portal of Dhaka on May 28 last. Chattogram Union of Journalists called upon the concerned ministry and the Prime Minister to intervene the matter aimed at nominating a practical and competent CR immediately to turn the CWASA as an accountable services oriented body for the better interest of the consumers. Press statement of CUJ was told that Prime Minister has allocated budget for Tk.13000 crores to CWASA for uninterrupted supply of pure drinking water in the port city whereas a vested quarter is conspiring to jeopardize the govt’s development mission aimed at undermining the growing image of the present democratic govt led by Prime Minister Sheikh Hasina, conscious circles observed.
