Despite resolving the issuance of weight verifying certificate as per International Maritime Organisation (IMO) convention, complications arise over payment of charges on export consignments in Chittagong Port.
Exporters sources said shippers are entitled to realize the weight verifying charge but private ICDs are realizing these charges . Following the controversy over the realization of charges, Chittagong Port Authority (CPA) called a tripartite meeting over the issue on July 23 next with the Minister for Ports and shipping Md. Shahjahan Khan MP in the chair.
In the meeting, officials of CPA, Chittagong Customs, BGMEA, BICDA, BAFA, Shipping agents and other port users agencies are expected to remain present in the meeting, sources said. Sources said according to IMO regulations, issuance of weight verifying certificate introduced on export consignments from July 1 last.
Following the new process of weight verifying charges as enforced by CPA, shippers have been directed to bear all expenditures regarding export consignment except labour charges but the shipping agent are complying the directives of CPA.
As such deadlock is feared over the export trade from Chittagong port, sources said. Mercentile Marine Deptt sources said IMO enacted Society of Life at Sea (SOLAS) regulations from 2014 which is enforced most of the countries across the world.
Like other countries, this SOLAS act was enforced in Bangaldesh from July 1 next . Sources said due to excess weight cargo on board of ship , marine accidents sometimes are occurring in sea and to avoid these unwanted incidents, weight verifying certificate made compulsory in case of export cargo , sources added.
