A local IT firm, Codex Software Solution Limited, has invented land management software to reduce hassles and disputes originating from the existing process.

By this back drop, the firm has come forward to introduce many systems for digitalizing land management system like Land Mutation Management system; Land Mutation Review management system; Land Misc case management system; Land Development Tax management system; Rent certificate management system; Budget management system; Case tracking system; Employee information management system; Query and Inquiry management system; Monitoring dashboard for all DC, Divisional commissioner, LRB, Land Ministry and mobile apps for delivering land service process knowledge.
The company sources said, once the system is automated, landowners or buyers will not need to visit more than 10 government offices for documents after uploading all the documents to a database to which the government officials and people, in some cases, will have access.
Generally plaintiff and defendants are to face financial, physical and psychological hassles for weak documentation and unavailability of information about hearing date and latest status of the case to be conveyed to the parties.
If once cases are filed after collecting details information of all parties and complete trial with all required ownership documents of the applicant. Then all parties are informed the date of hearing through SMS and written notice. Field investigations are ordered according to the needs and the investigation officer is reminded for submitting report in due time.
Finally time, cost and visit for the services, on an average, will be saved 60%, 85% and 75% accordingly, the said.
The company has developed a Mobile Application named vumi sheba (https://goo.gl/ahdqEk ) to provide knowledge about the land laws and guidance about land related issues. From this application beneficiaries will able to know about Citizen’s Charter (Service Delivery Charter), what to do about mutation and various miss case, vested property (A & B tofshils) information, how to identify false deed & what to do in this regard, rate of Land Development Tax, rent certificate case, Muslim and Hindu succession act, registration act in a brief, Jolmohal-Hatbazar-various Khasland lease information and land related other various service process, they added.
The Bengal Settlement Regulation 1793 is the first initiative of land management in the region. Later in 1889, a cadastral survey was initiated in Bengal. During the Pakistan regime a revise survey was initiated. However, that survey did not complete.
“Absence of a database is the major reason behind land disputes,” said Pavel Sarwar, Managing Director of Codex Software Solution Ltd.
He said the existing land records show that maximum lands, even in Dhaka city, are owned by farmers. So, the government is losing a huge amount of revenue from the sector as farmlands are still beyond taxation.
Once the land digitalisation project is completed, the government officials sitting at their offices will be able to see any transformation of lands including infrastructure and ownership.
In this age of globalisation, the land administration system should be made stronger and transparent. The maintenance infrastructure can be effectively improved by concentrating on the land management, land administration, cadastre and fixed asset surveillance sectors. The quality of land management is regarded as a benchmark in civilised societies. So the goal of “Digital Bangladesh” can be achieved through digitisation of land records, he opined.
