Coal-based power plant Draft policy for welfare of people cleared

As the government is looking for augmentation of coal based power to meet the increasing demand, the cabinet today approved a proposal of the Power Division for creating a fund for rehabilitation and social development of the neighbourhoods of coal-fired power plants.
The cabinet in its weekly meeting at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair has given approval to the draft of the proposal on ‘Fund for Social Development of the Project Area of Coal-based Power Plants and Operation Policy”.
Cabinet members, PM’s advisors, state ministers in charge of different ministries and concerned secretaries were present.
Briefing reporters after the meeting Cabinet Secretary M Musharraf Hossain Bhuiyan said the Power Division proposed for creating the fund with a tariff of three paisa on consumption of per unit of electricity.
The government aimed producing 30,000 MW power by 2020 and 40,000 MW power by 2030 with a target of producing half of it from coal-fired power plants, he said. The cabinet also approved a draft policy for operation of the fund by committees to be constituted with local people, he added.
The cabinet secretary said the cabinet in today’s meeting approved in principle the draft of three other laws namely-‘Civil Servant (Married with Foreign Nationals) Act-2015’, ‘Battalion Ansar (Amendment) Act, 2015’ and ‘Bangladesh Petroleum Corporation Act, 2015’.
The ‘Civil Servant (Married with Foreign National) Act-2015’ is a new updated Bangla version of the ‘Civil Servant (Married with Foreign National) Act-1976’. The ordinance and amendment brought to the law in 2008 and 2009 were incorporated in the new version.
‘Civil Servant (Married with Foreign National) Act’ was enacted first in 1976 paving way for civil servants except diplomats to marry foreign nationals with the permission of the President. The law was further amended through an ordinance in 2008 giving the same permission for diplomats. The ordinance was passed as a law in the parliament in 2009.
The cabinet approved the draft of the ‘Battalion Ansar (Amendment) Act, 2015’ which proposed incorporating the provision of ‘Force Retirement’ in the ‘Battalion Ansar Act, 1995’ for any offense of the members of the battalion.
While giving nod to the draft, the cabinet gave directives to the Home Ministry to incorporate the provision of punishment with main law for mutiny in the force. In this regard the cabinet asked the ministry to follow the new law of the Bangladesh Border Guard (BGB). The cabinet also asked for reducing the existing time-limit of making permanent the service of an Embodied Ansar as a Battalion Ansar from nine years to six years.
Cabinet secretary said ‘Bangladesh Petroleum Corporation Act, 2015’ is also an updated version of the previous law-‘Bangladesh Petroleum Corporation Act, 1976’. The new law proposed for raising the capital of the Corporation to Taka five crore from Taka one crore and number of full-time director to seven from existing five.
The cabinet asked the Corporation to create posts of professional accountants for development of the financial management of the organization and rejected a proposal of the energy and mineral resources ministry for shifting the head office of Petro Bangla to Dhaka from Chittagong.
All the drafts of the law were placed in the cabinet meeting in bangle following the directives of the highest court of the country and subsequent decision of the cabinet, the cabinet secretary said.
