Prime Minister Sheikh Hasina on Sunday said the government will amend the Land Reform Act, 2001 to gear up the activities of the CHT Land Reform Commission.
“We’re constituting and reconstituting the Land Reform Commission repeatedly but its activities are not progressing properly…there’s a little bit of confusion and dispute there,” she said. The Prime Minister was speaking at a function marking the foundation stone-laying of ‘Parbatya Chattagram Complex’ (Chittagong Hill Tracts Complex) at the capital’s Bailey Road. She said the two parties concerned should remove the existing dispute and confusion over the law. The Prime Minister said the tribal community demanded some amendments to the Land Reform Act, 2001. “Keeping the constitution and sovereignty intact, we’ll do that as much as we can.” Saying that most of the articles of the CHT Treaty have been implemented, Hasina said her government always takes care of all the people living in the hill tracts so that they can live a better peaceful life there.
Considering the poor road communications, Hasina directed the authorities concerned to build residential schools and colleges in the hill tracts so that students could continue their studies. About the military camps in the CHT areas, she said most of those have been withdrawn by the time. “There’ll be four brigades in four areas… we’ll also withdraw the rest of the camps.” Hasina said the government has set up a cantonment in Ramu.
“This is how we’re advancing the CHT Treaty implementation process. We’ll implement the remaining part,” she said. The Prime Minister said peace and stability have been restored in the CHT region with the transfer of the control of various policymaking issues and government divisions to
district councils in continuation of the CHT peace deal. She said the CHT peace treaty is only deal in the world which was done without the help of any third party, huge refuges were repatriated, while 1800 members of the Shanti Bahini laid down their arms. Hasina mentioned that her government constructed 1,369 km of roads in three districts, 873 km of transmission lines for smooth supply electricity and established a science and technology university and a medical college in Rangamati.
The CHT complex will have a six-storey building with a multi-purpose hall, dormitory, administrative building, museum, library and residences for the CHT Affairs Minister and Chairman of the CHT Regional Council.
The complex will be built on a 1.94-acre of land costing Tk 106 crore and is expected to be opened by June in 2018. Chaired by State Minister for CHT Affairs Ministry Bir Bahadur Ushwe Sing, Deputy Leader of Jatiya Sangsad and Peace Accord Implementation Committee Convener Syeda Sajeda Chowdhury, Housing and Public Works Minister Mosharraf Hossain, Chairman of CHT Regional Council Jyotirindra Bodhipriya Larma, popularly known Santu Larma, and Chairman of Parliamentary Standing Committee on the Ministry of CHT Affairs RAM Ubaidul Muktadir Chowdhury also spoke on the occasion.
Later, the Prime Minister witnessed a colourful cultural programme performed by the artistes of the hill districts.
