Call to make legal aid services more effective

Judicial officials at a discussion unanimously called for making the government and non-government legal aid services more effective, dynamic and successful through reaching the cost-free services to the extremely poor and distressed litigants.
To this end, emphasis should be given on infusing dynamism into the existing activities so that the target group of people could derive total benefits of those.
The observations came yesterday in the quarterly coordination meeting with justice sector stakeholders held in the district judge’s conference hall in Rajshahi.
Brotee Somaj Kolyan Sangstha (BSKS), a non-governmental organization, under its project ‘Protecting the Vulnerable through Community Legal Services’ organized the meeting in association with Community Legal Services (CLS) programme funded by UKAID through Maxwell Stamp-PLC.
With District and Session Judge and Chairman of District Legal Aid Committee Mahbub-Ul Haque in the chair, Metropolitan Session Judge Akhter-Ul Alam, Tribunal Judge KM Shaheed Ahmed, Chief Judicial Magistrate Md Asifuzzaman and district legal aid officer Nazrul Islam addressed the meeting as resource persons.
The discussants underlined the need for activating the customary legal system of ethnic minority population as Alternative Dispute Resolution (ADR) to protect the vulnerable community.
They observed that ADR is an epoch-making step of the government towards reducing backlog of cases and it could be the effective means of infusing dynamism into the customary legal system.
During his keynote presentation, Shashanka Boron Roy, project Coordinator of BSKS, said main thrust of the project is to improve access to justice and existing legal service procedure for un-served population like poor and extreme poor adibashi concentrated areas in Rajshahi and Naogaon districts.
The meeting was told that the project is now working in two aspects including preventive measure and remedial measure.
Under preventive measures, mainly legal advice and legal awareness is being provided and under remedial measure, mainly case referral and mediation at office level are being implemented.
Regional Coordinator and Legal Advocacy Officer of BSKS Advocate Ashique Iqbal, Training and Communication Coordinator Razendra Kumar Das and Legal Officers Rakseng Mankin and Mina Afroz Ali also spoke on the occasion.
