Cabinet approves draft Bari Bill

The Cabinet on Monday approved in principle the draft of ‘The Bangladesh Agricultural Research Institute (Bari) Bill, 2016’ aiming to increase the capacity of the institute alongside streamlining its research activities.
The approval was given at the regular weekly meeting of the cabinet held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.
After the meeting, Cabinet Secretary Mohammad Shafiul Alam briefed reporters. The Cabinet Secretary said
Bari will conduct necessary researches on tackling the adverse impacts of climate change, innovating new varieties of crops adaptable to climate change and applying ICT in the agriculture sector.
Bari is run as per an ordinance promulgated during the military regime in 1976, he said adding that it was amended twice-in 1984 and in 1996. According to an apex court verdict, all laws and ordinances promulgated during military regimes stand repealed and illegal as the court also asked for formulating the laws afresh in Bangla.
Shafiul Alam said, the draft law has been formulated to cope with modern agricultural research activities as the world advanced a lot in agriculture sector using innovative ideas and newer technologies to boost production.
The Cabinet Secretary said there are 22 sections, including four new ones, in the draft law.
About Bari, he said its office will be located at Joydevpur, Gazipur while the Board could set up branch offices in other parts of the country subject to prior approval of the government. Bari will have an 11-member Board of Directors with the DG of the institute as the Chairman to be appointed by the government, while its annual budget allocation, administrative work, audit and property management will be under the jurisdiction of the DG.
Its Board members are two agriculture scientists nominated by the Ministry of Agriculture, a representative of the ministry not below the rank of Deputy Secretary, a representative of the Bangladesh Agriculture Research Council and a representative from a private organisation working on agricultural research.
The other Board directors will be nominated from various departments under the Ministry of Agriculture holding the positions of Director.
Explaining the activities of Bari, the Cabinet Secretary said it will formulate and approve detailed outlines of conducting research and take initiatives to innovate new varieties of crops and ensure stable agriculture research. It will also provide necessary information and technology to the farmers as well as conduct researches on various problems related to agriculture, he said.
