Planners urged the govt: Bring parity in budget allocation

A research on budget allocations in last five fiscal years found that Dhaka, Chattogram and Gopalgonj districts got highest allocation depriving poorer districts like Rangpur.
Planner Mamnunnah Zobaid and Planner Adil Muhammad Khan of Bangladesh Institute of Planners conducted the research into the budget allocation in the fiscal years from 2012-13 to 2016-17.
But it had not counted national mega projects like the Padma Bridge, the Metro Rail and the Rooppur Atomic energy project.
The experts urged the government to bring parity in the case of annual development projects.
Adil Muhammad Khan, the General Secretary of BIP said, “When Tk 4000 crore were allocated only for a lake re-excavation and beautification projects, then many more essential and fruitful projects could be executed with this amount of money in any poverty affected district.”
He said it during revealing the research report in a press conference in its office in Sonargaon Road in the capital.
Acting President of BIP Akhtar Mahmud and Advisor Golamur Rahman were also present.
The report shows that the highest ADP outlay was in Dhaka division which got 38.54 percent of allocation in the last five years, while Chattogram division got the second highest outlay with 27.75 percent.
Rajshahi got 10.12, Khulna 8.20, Sylhet 4.56, Barishal 4.18, Mymensingh 3.53 and Rangpur 3.13 percents of total allocations.
Adil Muhammand Khan said, “In allocation of the national budget, there were huge discrimination in the allocation of Budget in district and division wise allocation.”
He said, in poverty affected northern districts, there were wide range of discrimition are found in the allocation of Budget.
The planner urged the government to start decentralization works giving high importance so that more poverty affected people will be benefitted.
