Facing an uphill task to revamp the party, BNP has started taking preparations for holding its sixth national council within three months by forming fresh committees of its 75 district units through councils by September 30. Senior party leaders said their party chief wants to invigorate its city and district, upazila municipal committees first with dedicated and competent leaders before overhauling the central committee.
As part of the party’s first step towards holding the national council, they said the BNP chairperson has already asked its district units to constitute new committees through holding councils.
Once the party’s upazila and municipal, and district committees are formed, the party will hold its sixth national council by November next to complete the party’s overhauling process and make it ready for another round of strong anti-government movement, the senior leaders said.
Contacted, BNP standing committee member Lt Gen (retd) Mahbubur Rahman said, “The council has already been delayed by nearly three years. Now we’ve started the process for arranging our national council. We’ve already asked our 75 organisational district units to form all the committees
under them by September 30.” He said, the grassroots committees will be formed inducting young, active and capable party leaders and activists into the leadership.
At the same time, the elderly and competent leaders who have become physically weak because of age will be kept in advisory committees. The advisers will enjoy the status of vice-president, the BNP leader added.
“We’ hope we’ll be able to hold our national council by the end of October or mid-November,” Mahbub said.
“As part of our move to hold the national council, we’re now working to form our grassroots committees from every ward unit through councils. Once all the committees of our 75 organisational units are formed, we’ll hold the national council,” said party vice chairman Abdullah Al Noman.
He said, the national council can be held in mid-October if the grassroots committees can be formed within the September-30 deadline.
Asked whether it is possible to form all the committees of the 75 district units with one and a half months, Noman said senior leaders were assigned to look after the matter and help the district unit complete formation of the committees within the deadline.
Noman, however, said if any unit fails to meet the deadline they will take decision about it later.
Through the national council, he hoped, their party will make a fresh comeback in the political landscape with a new strategy to force the government to restore democracy in the country.
The last and fifth national council of BNP was held on December 8, 2009, which elected Khaleda Zia the party chairperson while Khandaker Delwar Hossain its secretary general. Khaleda’s eldest son Tarique Rahman who is now in exile in London was also elected the party senior vice chairman at the same council.
After Delwar’s death, party senior joint secretary general Mirza Fakhrul Islam Alamgir was made acting secretary general.
Though BNP had planned twice to hold the national council in March 2013 and in September 2014, the party finally failed to do that.
According to the RPO and the rules of party registration, political parties must hold their councils in time after every three years.
Meanwhile, BNP’s central office sent a letter to the president and secretary or convener and member secretary of the 75 organisational districts with directions and guidelines of the party chairperson to form their new committees through councils by September 30.
It also warned that the central BNP would make decisions on the district unit that will not be able to make the committees within the deadline.
The three-page letter, signed by BNP joint secretary general M Shahjahan, was issued from the party’s Nayapaltan central office on August 9.
“The party now needs competent and brave leadership…those who have failed to perform, should quit their party posts on their own, to give space to qualified leaders,” the letter reads.
Contacted, M Shahjahan said they are working hard amid various obstacles to complete their party overhauling process as per announcement of their party chairperson.
