BD to benefit from S Korea’s newly introduced ODA scheme

South Korea has introduced a new type of ODA opening a bright scope for Bangladesh to avail of the opportunity in the areas of technology and finance, said officials at the Economic Relations Division and Foreign Ministry.
The country has already invited project proposals from partner countries, including Bangladesh under the new ODA (Official Development Assistance) programme titled Industrial Technology ODA’ offered by Ministry of Trade Industry and Energy.
Counsellor and CDA of the Bangladesh Embassy in Seoul, Khandker Masudul Alam has written to the Ministry of Foreign Affairs over the matter to disseminate the information among the relevant ministries and industry stakeholders, including business bodies.
“Interested organisations should start discussing their envisioned projects with KIAT (Korean Institute for Industrial Advancement) as soon as possible to maximise our gain from the ODA scheme,” Alam mentioned in the letter dated January 12.
The ODA scheme is expected to be continued for a few more years at least and Bangladeshi organisations will have the opportunity to avail of the ODA to get Korean technology even if they fail to get it this year, said an official at the Embassy.
He said a country can apply for multiple projects at the same time and the objective of the new ODA is technology transfer through industrial project.
An expected project lifetime is set for up to three years and the contents of the project will be in the areas like technology, knowledge, product, services and finance.
According to Foreign Ministry here, the Korean ODA had so far been limited to three broad areas – grant aid by Koica, project aid – soft loan – by EDCF of Ministry of Strategy and Finance of Korea and knowledge sharing programme by Korean ministries.
The deadline for submission of project for the current year is set for end of March and 2016 has been fixed for starting feasibility study.
According to an official concerned, KIAT has primarily selected four industrial sectors and 11 project models for the new ODA programme.
“However, a project not included in the ministry specified sectors or models may also be proposed to KIAT for consideration,” said an official at the Economic Relations Division.
Korea is devoted to supporting endeavors of the government of Bangladesh to achieve the Millennium Development Goals and to boost social and economic development. Korean government has undertaken a variety of official development assistance (ODA) programmes in Bangladesh, according to the Korean Embassy here.
Bangladesh and Korea maintain an excellent relationship of friendship and cooperation in such various fields as political, economic and cultural areas.
Bangladesh has particular interests in promoting economic relationship with Korea and has been making its efforts to strengthen substantive cooperation in trade, investments and technological exchanges.
