Barishal City Corporation (BCC) authority yet to place and approve annual budget for current 2018-19 fiscal passing most of months.
Citizens in this situation passing days under anxiety about shrinking municipal in shortage of approved funds.
The last budget of Tk. 406.45 cores for 2017-18 fiscal was placed and approved on August 28, 2017,
The fourth city corporation election was held on July 30 and Serniabad Sadik Abdullah took charges as elected mayor on October 23 of 2018.
Khariul Bashar, Chief Executive Officer of BCC, said he joined here recently and so he could not clarify the causes for delay and approval of BCC budget.
However he assured that budget would be prepared` and placed within current month.
Ismail Hossain, Secretary BCC, said the post of CEO remained vacant for long days and declaration of BCC election schedule may delay the preparation and placing budget for current fiscal.
One source of BCC said after taking charges, newly elected mayor made 12 officials of BCC including accounts officer Mashiur Rahman Badal, as officer on special duty (OSD).
Another BCC sources said BCC staffs and officials engaged in lengthy movement about regularization and increase of their salaries and benefits during the ending period of former BCC mayor Ahsan Habib Kamal failed to place and approve budget.
So the newly elected young mayor taking time to prepare and place budget after gathering experiences and considering the situation properly.
Dr. Mizanur Rahman, member secretary of Barishal Nagorik Parishad, expressing his anxieties for delay in preparing, placing and approving budget, said it may shrink emergency citizen services, delay development works and create crisis in accountability.
Mentionable Barishal Municipality was upgraded to City Corporation with 25 square kilometers area, which later extended to 45 square kilometers area with more than half million populations.
