Barisal City Corporation on Wednesday placed a ‘highly ambitious’ Tk 444,10,58,765 budget for 2016-17 fiscal without imposing fresh taxes.
The ‘ambitious’ budget of current fiscal was declared against the revised budget of only Tk 182.74 core against the announced Tk. 423.64 core of last 2015-16 fiscal.
The proposed budget has an own income source of only Tk 118.95 core, which would be spent for establishment cost and rest Tk.325.15 core expected from government and non-government allocations for implementations of development projects. Ahsan Habib Kamal, BCC Mayor, after getting approval of the councilors at morning announced the thirteenth budget of BCC at the ‘Nagar Bhavan’ conference room in presence of the councilors, officials of BCC and administration and journalists on Wednesday noon.
Mayor Kamal, however, termed the size of the budget insufficient for providing the about 5 lakh city dwellers in 58 square kilometer areas with all necessary facilities by upgrading the services with necessary manpower, funds and master plan.
BCC Mayor demanded government grants on basis of needs, sizes of area and population and urged the city dwellers to cooperate by paying taxes regularly so that the corporation can implement the development programmes of the proposed budget.
In the budget speech Mayor Kamal pointed out the health, sanitation and drainage, dilapidated conditions of city roads and shortage of drinking water and lack of healthy entertainment facilities as the main problems for the city dwellers. He hopes that BCC authority could be able to implement of the announced budget smoothly by managing funds from the government and development agencies. The mentionable heads of probable Tk 118.95 core income from own resources in the new budget are: Tk 20.71 core from rates and taxes, Tk.25.82 core from different arrear and current charges, Tk.9.94 core from rent and profits, Tk.3.61 core by selling forms, leasing fees, adjusting electricity bills with holding taxes, Tk.30.8 core from on going project of environment, climate change adaptation, disaster management by development and other agencies etc.
