At least 30pc ADP projects to be PPP

The government is planning to implement major development projects under public-private- partnership (PPP) programmes to increase the implementation of Annual Development Programme (ADP) by reducing bureaucratic impediment.
The government has included 62 projects under PPP programmes and it provides an alternative way of executing ADP listed projects.
Planning Ministry sources said that the government is committed to ensure the highest utilisation of the ADP and PPP projects would continue next year too.
They said the new draft ADP has given special emphasis on human resource development, power and infrastructure, education and Public Private Partnership (PPP) initiatives in next year’s budget. Many such projects are expected to be implemented under PPP.
Experts however blame lack of negotiation skills with private partners and delay in processing the projects for lack of progress in implementing such projects. For this, the Prime Minister office has laid emphasis on more competent role of PPP authorities from now on.
The Prime Minister’s Office has directed all concerns to take effective measures to expedite implementation of PPP project. In this case, it has instructed that at least 30 percent ADP projects of development ministries and divisions to be executed through PPP arrangement.
Next year’s PPP projects listed under ADP includes several existing roads for four lanes highways. These include Tongi-Kaliganj-Ghorashal-Panchdona Regional Highway, Bhanga-Barisal Highway, Khulna-Mongla Highway, Rajshahi-Nawabganj-Sonamasjid Highway, Kashinathpur-Pabna-Dasurya-Banpara Highway.
The list also includes Dhaka (Kanchpur)-Vehirb-Jagdishpur Apart from upgradation of Baytaganj-Sylhet-Tamabil-Jaflong highway and four projects in Jatrabari-Mawa-Bhanga-Barisal-Patuakhali highway.
Sources said, in August 2010, the government issued Policy and Strategy for Public Private Partnership (PPP) initiative to facilitate development of core public infrastructure and services projects vital for the nation. The PPP program is part of goals of the Vision 2021 to ensure a rapid, inclusive growth trajectory. It aims at better meeting the need for enhanced and high quality public services in sustainable manner.
The new ADP for fiscal 2019-20 has some 1,475 projects including 1,358 investment projects, 116 technical assistance projects and one project from the Japan Debt Cancellation Fund (JFCF).
Besides, there are some 89 projects which would be implemented by the autonomous bodies and corporations.
The National Economic Council (NEC) has approved Tk 2.02 trillion a Tk 2,02,721 crore original Annual Development Programme (ADP) outlay for fiscal 2019-20.
Additionally, it has okayed Tk 12,000 crore projects for autonomous institutions.
The government plans to provide Tk 130,921 crore from internal sources and Tk 71,800 crore from foreign funds, which is 40.78 per cent higher than the current year.
