‘ADP projects to be monitored extensively’

The Annual Development Programme (ADP) for the next fiscal year (FY16) is likely to see hefty allocations in priority sectors like education, health, rural development, communication and transport, including railways, power and ICT.
“The next ADP size will be bigger while the next fiscal year will be the year for making the development projects much more visible to people,” Planning Minister AHM Mustafa Kamal told UNB.
He said, the actual work on the mega projects would start next year with significant allocations. “So, the ADP size will be bigger.”
The Planning Minister said although the mega or the fast track projects are at the initial stage, those would witness significant allocations in the upcoming year making their works visible.
He also said, the number of projects in the new ADP would also increase since the size of the country’s economy is gradually increasing day by day.
According to Fiscal Coordination Council’s Wednesday’s meeting presided over by Finance Minister AMA Muhith, the next ADP is likely to see a size of around Tk 92,000 crore. The Ministry of Planning along with the Ministry of Finance is carrying out the necessary works on framing the new ADP.
Earlier on March 10, the National Economic Council (NEC) approved a Tk 75,000 crore Revised Annual Development Programme (RADP) for the current fiscal year FY 15 downsizing the original ADP outlay of Tk 80,314.52 crore.
About project implementation, Mustafa Kamal said the development projects would be kept under intensive monitoring from the very beginning of the new fiscal year.
He said, a pool of project directors would be created from the next year while the project directors (PDs) would be given charge of any new project as per their quality, aptitude, capacity and past track record.
The Planning Minister said the project directors will be imparted necessary training, while they will be discouraged to work for another project while doing for one.
Turning to the allocations in the priority sectors, he said the base of primary education in the country is not strong enough and there is a need for enhancing the quality of teachers.
He said, a new project will be there in the next ADP for imparting training to primary teachers every year or after every two years at Division level apart from the existing district level ones.
Sought comments that 88 projects did not see any expenditure in the Revised ADP of the last fiscal year (2013-14) although implementation of the RADP in the last fiscal year fared well with 95 percent success rate, the Planning Minister said perhaps those were less important projects.
He also hinted that the less important projects would be terminated gradually saying that it is likely to be decided by this month.
Asked whether there would be any new step from the government to strengthen project monitoring, the minister said the Implementation, Monitoring and Evaluation Division (IMED) is capable enough although it is understaffed.
Mustafa Kamal said that, the Prime Minister has assured him of taking steps to increase the manpower of IMED as per their demand.
About the ADP implementation status for the current fiscal year, he hoped that the implementation rate would not be less than 95 percent fared in the last year.
