The government’s expenditure in improving living condition of people slipped to 3-year low in first quarter of the current fiscal year despite new strategy taken by the government for bringing pace in Annual Development Program (ADP) implementation.
The implementation rate in the first five months of the current fiscal year hit the lowest mark of the past three years.
Different ministries and divisions achieved only 17 percent of ADP implementation from July to November of the year. It was 20 percent in the 2014-15 fiscal and 19 percent in 2013-14 fiscal. Ministries and Divisions of the government spent only Tk 16,957-crore during the first five months of the current fiscal.
Planning Minister AHM Mustafa Kamal informed this to the media in the NEC conference room of the planning ministry in city on Wednesday. Executive Committee of the National Economic Council (ECNEC) on Tuesday approved 10 development projects worth of Tk 7,276.36 crore.
In this situation, only 7 per cent of the allocation for Annual Development Programme (ADP) was used in the first quarter (July to September), according to the data of Implementation Monitoring and Evaluation Division (IMED).

Some Tk1,00,997 crore have been granted for ADP in the budget for FY16. Of the amount, Tk6,806 crore was spent in the first quarter. Among the 53 ministries and divisions, 38 implemented from 0 to 10 per cent of their entire development allocations.
The Public Administration Ministry failed to spend any fund. The power division, which got the highest allocation in the ADP, spent only three per cent of its allotment. The local government, which got the second highest allocation, used 11 per cent in the first four months of its allocation.
The Bridges Division having third-most allocation in ADP due to Padma Bridge Project implemented only 4 per cent of its share.
Despite efforts, efficiency in spending is disappointing so far. Though new strategy has been taken, any pragmatic step is yet to be seen to translate those mechanisms into reality, experts said.
Under the new strategy enforced for the current fiscal year, the government will appoint project directors to develop projects through interview in an effort to improve annual expenditure, sources said.
