The University Grants Commission has recommended that the education ministry take action against Dhaka University Professor Mohammed Abdul Aziz for ‘moral turpitude’ over embezzlement of funds and issuance of fake certificates after he openned a private university.
Prof Aziz, the convenor of pro-Awami League teachers’ Blue Panel, is among the three nominated as candidates of the DU vice-chancellor’s post in a senate meeting last month.
The dean of the science faculty chairs the theoretical and computational chemistry department.
He is also chairman of the Trustee Board of the Rajshahi Science and Technology University or RSTU, established in 2014.
A UGC committee found evidence of Prof Aziz’s ‘moral slip’ while checking the educational qualification of a candidate of a job in Barisal City Corporation.
The candidate, Mohammad Abdul Motaleb Hawlader, submitted a certificate of BSc in civil engineering from RSTU for the job of an executive engineer.
The UGC asked the RSTU for information when questions over the legitimacy of the certificate was raised.
The commission formed a three-member committee headed by its member Md Akhtar Hossain to review the university’s activities when the doubts about the legality of the certificate deepened.
The commission’s Deputy Director Jesmin Pervin and Senior Assistant Director Golam Mostafa are the two other members of the committee.
The committee said in its report that Prof Aziz, as chairman of the private university’s Trustee Board, cannot evade the responsibilities for issuing Motaleb a fake certificate.
It also alleged Prof Aziz embezzled Tk 65,000 monthly from the RSTU in the name of using part of his own flat in Dhaka’s Baridhara as a liaison office of the university.
The committee visited the university on Feb 22 this year and found the registrar, some teachers and employees, but no student.
The education ministry should act against Prof Aziz following the Trust Act of 1882 and Societies Registration Act of 1860 for ‘moral turpitude to take the huge amount of money from the university’, according to the investigation report.
On Apr 9, Prof Aziz made a written promise to the committee that he will refund the money taken from the private university, the report said.
The Dhaka University teacher has declined comment on the report.
