Commentary: ACC claims risk allowance for following risk free easy path: Risk is all on other side

The Anti-Corruption Commission (ACC) has once again raised the demand for ‘risk allowance’ for its staff taking into account their risk and adversity during drives against corrupts across the country. Why should not they claim special benefit for their favour in saving big time plundering of public wealth by powerful government people.
In a recent letter to the Cabinet Division, the ACC said that the risk allowance, equivalent to 50 per cent of basic salary, would boost the morale and efficiency of its staff and enhance effectiveness of the government’s ongoing anti-graft efforts, as per a report of our daily. When everybody in the administration is exacting undeserving benefit despite their incompetence to run a government we find no reason why the Anti-Corruption people will not want their share.
The Cabinet Division later forwarded the letter to the Finance Division, which earlier rejected the ACC’s proposal twice in this regard, citing the government’s resource constraint. The letter cited that the risk allowance would inspire the ACC officials and help combat corruption effectively. Currently, only members of the law enforcement agencies (Police, RAB, BGB, Coast Guard, Ansar and Foresters) get ‘risk allowance’ considering their jobs of hazardous nature.
The (ACC) letter mentioned that the government would require Tk 15 crore per year if it approves  
risk allowance in favour of the ACC officials and employees.
According to the Commission officials, the Commission received 17,953 complaints in 2017, submitted by people from all walks of society. An ACC insider revealed that 15,681 of the 17,953 complaints received in 2017, fell under the jurisdiction of the Commission. Among them, the ACC decided to investigate 937 complaints, and forwarded another 377 complaints to Ministries, organizations and departments concerned for further action. The data between 2016 and 2017 showed that the Commission received 4,963 complaints more in the latter year.
But exactly how many elite figures in government have been the subject matter of their investigation and how many have been successfully tried is unknown. In the name of enquiry they were creating for others the risks of harassment for years together. Some of the officials became too arrogant for their arbitrary power of search and arrest. They can ask any person to come to their office to be grilled without the need of showing what incriminating materials they have. Their victims can be threatened with arrest before anything has been found against them.
In what way the ACC people were successful in containing corruption in the country must be explained. Corruption is overflowing in every department of the government. The ACC officials even do not care to understand that their main justification for existence is to eliminate corruption from the government. They cannot deny their total failure in this regard.
While other government officials are enjoying excessive financial and other benefits for keeping the government in good humour without doing any serious job for the people whose money is wasted, the ACC officials certainly can claim their share for their success in safeguarding big corruption in the government.
