The government employees, who were absorbed as revenue sector employee from project jobs, have expressed their frustration over negligence of the Finance Ministry high officials to implement the order of the Supreme Court, which was given recently.
Though the Supreme Court asked the Finance Secretary to explain reasons of not implementing the SC order appearing physically, the Secretary has yet to appear before the Court. He has extended 23 times by submitting time prayers, Government Employees Welfare Association’s Secretary General Nazrul Islam told reporters on Saturday while exchanging views in the city.
Nazrul apprehended the Finance Secretary might not appear before the SC panel, led by Justice Md Ashfaqul Islam and Justice Md Khasruzzaman, in its next date of appear scheduled on December 6 this year (Tuesday next).
“The dilemma of the Finance Secretary’s appearance before the court has created frustration among the absorbed project employees, around 1,41,402 in number until December 1997 starting from 1972, after the liberation war,” he claimed.
Nazrul said though the Finance Ministry is delaying to execute the SC order claiming that it might take more than Tk6,000 crore for implementing it. Actually, it will take only Tk 1,100 crore. Of it, the employees have already received Tk1,000 crore as selection grade and time scale. It would take only Tk 98 crore now.
He also demanded suspension the government’s move to enact a new law to set criteria for recruitment, regularisation and seniority of the development project employees, who were absorbed or waiting for the absorption in the revenue sector.
He alleged this move to block such absorption process is a clear violation of the Supreme Court’s verdict in 2013 on their writ petition filed for retaining their rights to this absorption in 2011.
He said that the government wants to count service period of the project employees from the date of their joining the revenue sector job. As a result, the absorbed employees will lose their seniority, service benefits and other facilities that they had been enjoying since 1996. The project employees want to get the benefits from their joining date in the projects.
