The newly -constructed New Mooring Container terminal of Chittagong yet to be operated in fullswing after 8 years of its completion due to operators complications.
During the last caretaker govt, NCT was partially operated by a private operators without any tender competition. During the last 7 years, CPA and the concerned ministry have taken different decisions to operate the container terminal .
Lastly concerned ministry decided to operate this terminal by private operator through selection by competitive tenders.
Mentionable that the construction of NCT begins in 2004 and completed by end of 2007 at a cost of Tk.469 crores.
A total of 8 Container handling operators submitted their tenders before the tender committee of Chittagong Port Authority(CPA) for operation of Terminal No.2,3,4,& 5 of the newly constructed New Mooring Container Terminal(NCT) on Tuesday and Wednesday.
Port sources said 5 operating organizations submit their tenders for NCT 2 & 3 on Wednesday morning . These tender papers were opened in the evening. The intending operators for Berth No.2, 3 are – Saif Power Tec, A &J Enterprise, Container Terminal Services, HK Enterprise and Fazle & Sons Ltd. Port sources said 5 tender papers have been submitted for operating NCT berth No.2 & 3 and steps will be taken after evaluating the tender paper by next 15 days. Meanwhile 3 Operators have submitted tenders for operating NCT berth No. 4 & 5 on Tuesday .
These tenderers are Saif Power Tec, MH Chowdhury , A &J Enterprise, Bashir Ahmed & Co & Container Terminal services.
Mentionable that Saif Power Tec, MH Chowdhury and A & J enterprises jointly submitted one tender paper, sources said. NCT could not be opeated in fullswing since long following the complications and the procrastination of the decision of the concerned ministry, a port user sources said.
Port sources said about Tk.1 crore was spent for making space for storing the containers. Sources said NCT have more capacity of handling of containers than the joint capacity of Ctg Port and Mongla port.
Mentionable that former Mayor and City AL President ABM Mohiuddin Chowdhury declared the Saif Power Tec as persona non-grata in Chittagong Port and Saif Power Tec declared as mafia .
Mohiuddin Chowdhury enforced a number of strikes, work shut down in port, demontrations, rallies and public meeting against Saif Power earlier but now AL leaders now cooperating the Saif Power in bidding tenders of operation of 4 berths in NCT.
