Over 8.82 lakh families have been getting rice at Taka 10 per kilogram in Rangpur division under the epoch-making poor-friendly food-aid programme to make rice available for the ultra poor at a very low price.
According to official, every card holder beneficiary family would get 30-kg rice monthly at Taka 10 per kilogram for five months during the lean seasons annually under the “Sheikh Hasinar Bangladesh, Khudha Hobe Niruddesh” programme.
“The beneficiary families have been getting rice at Taka 10 per kilogram for September, October and November now and they will get the same for March and April next year,” Rangpur Regional Controller of Food Abdullah Al Mamun told journalists yesterday.
“During beneficiary selection for the food support programme, female-led families, widows, divorced or abandoned women and poor households with children, who are not beneficiaries of other social safety-net programmes, are being given priority,” he said.
Under the programme, over 8.82 lakh card holder beneficiary families of 534 unions under all 58 upazilas in eight districts of Rangpur division would get the rice through 1,169 appointed dealers.
Of them, over 1.76 lakh families would get the rice in Rangpur, 1.17 lakh in Gaibandha, 1.41 lakh in Kurigram,, 59,464 in Lalmonirhat, 1.32 lakh in Nilphamari, 1.36 lakh in Dinajpur, 50,466 in Panchagarh and 67,070 beneficiary families in Thakurgaon districts under the division.
“The sale of rice at Taka 10 per kilogram continues in full swing in Rangpur division now since inaugural of the programme by Prime Minister Sheikh Hasina at a ceremony in Chilmari upazila of Kurigram on September 7 last,” Mamun added.
According to official sources, a 7-member union level beneficiary selection committee, headed by an upazila level government official as its Tag Officer, has been selecting the beneficiaries.
The other six members of the union level beneficiary selection committee are: local union chairman, two union parishad members, union parishad secretary and two local elite persons.
After selecting the beneficiaries, the union level committees place the prepared lists to the 9-member upazila level committees for approval.
The upazila level committee, with Member of the Parliament of the local constituency as its Chief Adviser and Upazila Chairman as Adviser, approves the selected beneficiaries and also appoints the dealers for every 500 beneficiaries.
The other members of the upazila level committee are: Chairman-Upazila Nirbahi Officer, Members- Upazila Agriculture Officer, Upazila Social Service Officer, Upazila Statistics Officer, Projecjt Implementation Officer and an upazila Vice-chairman and Member-secretary- Upazila Food Officer.
The selection process for over 5.85 lakh beneficiaries, including 93,901 in Rangpur, 90,498 in Gaibandha, 86,193 in Kurigram, 56.386 in Lalmonirhat, 43,692 in Nilphamari, 1.23 lakh in Dinajpur, 44,389 in Panchagarh and 47,112 in Thakurgaon, has been completed so far, the sources added.
Tk 10 per kg rice selling begins at Palashbari
BSS from Gaibandha adds: Selling of rice to the ultra poor under the government’s most generous poor friendly food aid programme began in Palashbari upazila in the district on Friday.
Official sources said a total of 11,361 ultra poor of the upazila were brought under the programme recently for making rice available to them at a very low price so that they could pass their days without hardship and food crisis during the lean season.
Under the programme, a card holder would get 150-kg of rice at the rate of Tk 10 per kg for five months-March, April, September, October and November.
On Friday, UNO M. Tofazzal Hossain formally inaugurated the programme in the upazila through distributing rice to the selected beneficiaries of Palashbari union in the afternoon as the chief guest.
Speaking at the function, the UNO said female-led families, widows, divorced or abandoned women and the poor households with children were given priority while selecting beneficiaries of the food support programme.
The UNO cautioned the concerned officials and public representatives to distribute rice to the beneficiary poor properly rising above all sorts of irregularities and criticism.

Earlier, Prime Minister Sheikh Hasina formally inaugurated the food support programme in Chilmari upazila of Kurigram district on 7 September through distributing rice to 15 ultra poor of the upazila, the UNO added.
President of Awami League, upazila unit, Abu Bakar Prodhan, general secretary Vice Principal Samiqul Islam Lipon, upazila food controller Jahurul Haque, local press club secretary Sirajul Islam Ratan, local union parishad chairman, members and dealers were present on the occasion.
The beneficiaries in instant reactions have expressed their gratitude to government led by Prime Minister Sheikh Hasina for launching the programme.
