Electronic attendance: 55pc medicos stay absent

More than 55 percent of doctors, nurses, officers and other employees working in the district-upazila hospitals and medical offices do not attend the workplace regularly.
Based on 28 days observation of electronic time attendance system the Directorate of Health found that majority of those registered in the digital attendance system do not remain present at their duty place.
The Health Division is working with 27 percent shortage of manpower. In such a situation absence of so many person from workplace, shows the bad side of health sector, experts said.
To ensure proper attendance at workplace of the health workers, the Health Divison opened an electronic time attendance system in 479 hospitals of district and upazila level in 2011-2012 fiscal year.
Around 28351employees were registered in electronic attendance system out of 55000 employees in the country.
Director General of Health Division Professor Dr. Abul Kalam Azad told The New Nation that action will be taken against irregular employees after.
The doctors, nurses and other employees are showing less interest in electronic attendance though they have registered themselves for it, he said.
Electronic Time Attendance System was installed in Narail Sadar Hospital like many other hospitals in the country. On January 27, it was found that two of the 13 doctors were on leave. Seven were present in the workplace but four are absent without any notice.
A similar situation is noticable in most government district and upazila hospitals in the country.
On January 27, country’s 366 health care centres sent electronic attendance report to Health Division out of 476 health care centre.
Data shows 39.7 per cent employees registered in the digital attendance, are present in the service stations.
That means 60 percent of the registered workers in the electronic attendance system did not go to work. The highest 73 percent absence was shown in Mymensingh, in Rajshahi Division is 68 percent, Rangpur 64 per cent, Chittagong 62 per cent and Dhaka Division 61 per cent was absent. But most of the presence is reported in Khulna division. The attendance rate in this division was 56.8 percent on January 27, sources of Health Division said.
Dohar Upazila Health Officer Jasim Uddin said that his hospital has 62 manpower including doctors, nurses, officers and employees. All of them are registered in electronic attendance system. But doctors often have to work elsewhere in deputations. As a result, there is less presence in digital attendance.
A doctor of Faridpur Sadar Hospital said asking anonymity that although many physician are working in the Hospital, some of them remain absent in the workplace. They do not even see any patients.
Former Regional Adviser of the World Health Organization (WHO) Professor Mojaharul Haque said, the absence work place increases due to lack of stick supervision of health Division.
He said, to ensure the universal health care, all attendance of all involved in the service will be ensured. At the same time, the people will get the desired services, it will also have to be monitored.
But many people are getting evading departmental punishment despite absence from the workplace without logical reason. It increases the tendency of absence from the workplace, he said.
