The project of five institutes of marine technology in five districts which was supposed to be completed in 51 months took 93 months with additional cost of Tk 51.80 crore.
In addition, the Project Implementation Monitoring and Evaluation Division (IMED) has identified more than 15 types of weaknesses and 5 types of risks in construction.
According to the relevant sources, such a picture has emerged in the project titled ‘Establishment of 5 institutes of marine technology in Munshiganj, Faridpur, Chandpur, Sirajganj and Bagerhat districts’.
IMED will finalize the impact assessment report of the completed project later this month.
In this regard, IMED Secretary Abu Hena Morshed Zaman told the media that we will evaluate and send it to the concerned ministry so that they can take any action.
We are also careful about other projects, he said.
According to the draft third party evaluation report of IMED, the original implementation time of the project was from 1 April 2010 to 30 June 2014 (51 months). Subsequently, the term was extended 3 times and the implementation period was extended till 31 December 2017. As a result, the project has been implemented for a total of 7 years and 9 months, that means 93 months.
Consequently, the estimated cost of the project increased to Tk. 244.18 crore from Tk. 192.37 crore by increasing Tk. 51.80 crore.
This growth rate is 26.9 percent. The project director has also changed as a
result of increasing the project deadline, which is a detrimental aspect to project implementation. As the project is long term, it has created difficulties in teaching.
The contractor hired for the project said that it had spent more time than expected. Temporary financial problems and lack of space have been cited as reasons for taking more time. Therefore, it is important to consider proper planning and infrastructure design before implementing the project.
