M M Jasim :
The Education Ministry is going to recruit a total of 40,000 teachers for Monthly Pay Order (MPO) listed Secondary and Higher Secondary Educational institutions across the country.
The Non-government Teachers Registration and Certificate Authority (NTRCA) has found 40,000 posts vacant at MPO-listed non-government schools, colleges and madrasas all over the country.
The NTRCA has already prepared a draft list to fill the vacant posts from the pool of candidates who have already passed the Teachers’ Registration Certificate Examinations.
The NTRCA officials said they have taken all necessary preparation to recuit the teachers based on the merit lists of the registered teachers.
NTRCA Chairman SM Ashfaque Hussain said the process of finalising the recommendations is being done through an automated system, leaving no scope for corruption and lobbying.
Asking the candidates not to involve any underhand dealings, the chairman said, the qualified teachers will be recommended and there is no chance to get the job through the backdoor channel.
As many as 604,685 candidates secured certificates from the NTRCA through 13 Teachers’ Registration Certificate Examinations held between 2005 and 2016.
The recruitment process remained stalled for two years due to legal complexities, the Education Ministry sources said.
The ministry sources said, the NTRCA was asked to prepare a list of vacant posts at all the non-government schools colleges and madrasas all over the country last year.
NTRCA has already collected a list of around 40,000 vacant posts till September 30 last year.
After removing the legal complexities, NTRCA in September last year took initiatives to recruit teachers to the MPO-listed institutions.
After finalising the list based on opinions from Upazila Secondary Education offices, the NTRCA published a circular seeking applications from Candidates who passed the teachers’ registration examinations.
About 25,79,179 candidates who obtained registration certificates form the NTRCA applied for the vacant positions during a period from December 20 last year to January 2 this year.
They also said, this time candidates will be recommended for specified institutions, unlike the previous years when the same candidate was placed in more than one institution.
NTRCA, the statutory body which was established in 2005, to appoint teachers at MPO-listed non-government institutions will not follow the upazila and district quota this year, officials concerned said.
Candidates who exceeded the age limit of 35 years were not allowed to apply for the recommendation this year, they added.
Earlier, teachers were used to be appointed at MPO-listed non-government institutions by their managing committees contained corruption in the recruitment process.
The government later introduced teachers’ registration certificate examination in 2005. Though job seekers were awarded certificates based on the competitive examination, managing committees of educational institutions were still mandated to give the final appointment.
Finally, on October 22, 2015, the Education Ministry introduced the appointment of teachers to non-government institutions on the basis of merit list based on the recommendation of the NTRCA.
The first merit list was published on October 9, 2016. But a number of cases were filed by registered teachers with the courts over the appointment process, resulting in a halt to the teachers’ recruitment process for two years.
