2D seismic survey in offshore areas soon

Petrobangla, the state-owned oil, gas and mineral corporation, is waiting for Energy Ministry’s scrutiny result
and approval for finalizing the responsive qualified bidder selection for its 2D multi-client seismic survey for the country’s offshore areas.
According to official sources, all the five bidders, who submitted bids for 2D multi-client seismic survey tender, have come out to be responsive qualified bidders.
The bidders serialised on the basis of their obtained points in the evaluation process are Norway-based Tomlinson Geophysical Services Inc and Schlumberger, China-based BGP, Singapore-based Dolphin Geophysical, Russian DMNG, and the USA-based Geotrace.
“These companies were given marks on the basis of their working capacity and experience. Mainly, their experience in surveying the seismic line kilometers has obtained highest priority,” a senior official at Petrobangla told UNB on condition of anonymity as he is not authorised to disclose the bid evaluation report.
“We’ve submitted the bid evaluation reports along with necessary documents to the Energy Ministry on April 13 last. Now, we’re waiting for the ministry’s scrutiny report on and approval for Petrobangla’s selection,” he noted.
Petrobangla received bids from the companies on March 30, the tender closing  
date. Then it took about 13 days to complete the bid evaluation process. The state-owned hydrocarbon corporation invited 2D Non-Exclusive Multi-Client marine seismic survey on February 9 this year to ascertain its hydrocarbon potentials in its maritime territory in the Bay of Bengal.
Petrobangla invited the bid with a target to complete the bidding procedure within two months and award contract before November this year so that the selected company can utilise the coming dry season for survey purpose.
“If the Energy Ministry takes so much time to complete its job, then it’ll be difficult to award the contract for the multi-client survey as per target,” said another official at the Petrobangla.
As per the Petrobangla plan, if any company is awarded the contract, then it will get two years’ time to complete the survey.
Officials said, the selected company will conduct the 2D survey in the water having a depth from 20m to more than 2500m. The seismic coverage area will be 85000 square kilometres where the selected bidder will conduct about 15,000 line kilometers of seismic survey.
The company will have to complete the survey, data acquisition, processing and interpretation by 24 months. Then it will get 10 years’ time to sell the data. After the cost recovery, the profit will be shared between the company and Petrobangla.
This was the first time such ‘Non-Exclusive Multi-Client Marine Survey’ invited by Petrobangla.
The main theme of such 2D Non-Exclusive Multi-Client has been that the interested geophysics companies will only conduct seismic survey in the country’s marine territory at their own cost and can sell the acquired data to other international companies on a commercial basis for a certain period.
