The Executive Committee of the National Economic Council (Ecnec) on Tuesday approved the Installation of Single Point Mooring with Double Pipe Line project with an outlay of Tk 4,935.97 crore, aiming to ensure smooth unloading of crude oil and finished products.
The approval was given at the 15th Ecnec meeting of the current fiscal year held at the NEC conference room with Ecnec Chairperson and Prime Minister Sheikh Hasina in the chair. Briefing reporters after the meeting, Planning Minister AHM Mustafa Kamal said a total of 10 projects were approved yesterday with Tk 7,276.36 crore. “Of the total project cost, Tk 1,918.65 crore will come from the national exchequer, Tk 602.60 crore from the organsation’s own fund while Tk 4,755.11 crore from project assistance.”
Mustafa Kamal said, now it takes 11 days to unload crude oil from mother vessels to the lighterage vessels in the bay, but, once the project is implemented it would take only two days reducing the cost of doing business. Besides, he said, the tendency of pilferage would also come down.
Eastern Refinery Limited on behalf of the Bangladesh Petroleum Corporation under the Power, Energy and Mineral Resources Ministry will implement the Installation of Single Point Mooring (SPM) project by December 2018.
Out of the estimated project cost, Tk 920.87 crore will come from the public coffer, Tk 111.90 crore from the organization’s own fund while Tk 3,903.20 crore as project assistance from Chinese EXIM Bank.
The main objectives of the project are to ensure unloading of imported crude oil and finished products safely, easily and quickly at low cost, reducing the system loss in import of crude and finished products through lighterage operation, keeping the balance between the growing demand of energy and its supply, enhancing the petroleum oil retention capacity through setting up of a diesel and crude oil storage tank farm at Moheshkhali and increasing energy supply security.
Under the project, the Planning Commission official said, there will be establishment of SPM and Pipe Line End Manifold (PLEM), setting up of 220 kilometer pipeline, setting up tank farm and pump station at Moheshkhali, setting of Supervisory Control and Data Acquisition system, land acquisition and compensation, expert services, establishment of firefighting system and related works.
The Ecnec meeting approved another project titled ‘the Western Zone Grid Network Development Project with Tk 1423.90 crore. Power Grid Company of Bangladesh Limited under the Power, Energy and Mineral Resources Ministry will implement the proposed project by June 2019.
Of the estimated project cost, the government will provide Tk 324.75 crore, while KfW of Germany would provide Tk 625.20 crore as project assistance and the rest of Tk 473.94 crore from PGCB. The project envisages installation of 80-km Ishwardi-Rajshahi 230KV transmission line, 53-km Gollamari-Gopalganj 132 KV transmission line, construction of 25-km Baghabari-Bhangura single circuit 132KV transmission line, 31-km Mongla-Bagerhat single circuit 132 KV transmission line, 80-km Bheramara-Rajbari 132 KV transmission line redirecting.
The Ecnec meeting also gave nod to another project titled ‘procurement of container scanner for Chittagong, Mongla, ICD Kamalapur and Benapole custom house’ with Tk 117.46 crore. The Planning Minister said implementation of the project will help increase the customs duty alongside ensuring hassle-free service delivery.
Asked whether the approved projects are conflicting with the Election Commission’s rules and regulations ahead of the countrywide Pourasava polls, he said not a single project approved yesterday was conflicting with the EC as there was no project specifically for any Pourasava, rather those are all national projects.
