In many cases they are also regularly bribing high officials to remain undisturbed while using threats of consequences on Headmaster and Education Officers ever making attempt to transfer them. The syndicates have become too powerful to defy any administrative action. They even run coaching centers under some cover during last SSC examination despite government order to keep them close
The ACC reports highlighted how schoolteachers are overstaying at one place while other agency reports said how they are running coaching business to make overnight fortune. It appears many teachers keep absent at schools for few hours a day and they have developed a proxy system to take care of their duty. Such rotation is allowing many teachers to run coaching along with keeping their posting unaffected. The system is working well having support from others around who benefit from income earned at each coaching center.
The coaching centers are now blamed as a major source of question leakage that owners or teachers running those centers sell at high cost. The ACC and Transparency International, Bangladesh along with many government and non-government agencies found involvement of coaching centers in question leakage. But the government has so far failed to close the coaching centers and get the transfer of so many teachers staying at one place up to few decades in some cases and running coaching.
How grave the situation is can be perceived by the remark of the Headmistress of Tejgaon Government Girls High School who told the daily that when she warns some teachers for remaining absent in classrooms, they instead threaten her to put on force transfer at some remote area. Her view is that unless and until the ministry breaks the syndicate developed over the years and running coaching center closer to their workplace, the chaotic situation in the Secondary and Higher Secondary Education will not end. She is right but she seems to be in the minority to push for action.
In our view the government should immediately restore the regular transfer and posting system so that teachers can’t develop vested interest other than running honest teaching in the classrooms. Teachers overstaying for years at one place must be transferred forthwith.
