ID cards for pry students!

2.17 crore primary students are going to have individual identity cards, as the project proposal received by Planning Commission recently. Ministry of Primary and Mass Education (MoPME), who took the initiative, said that the project will make easier to implement some of the programs like double counting, books and stipend distribution to the students. But they didn’t mention that, how much it will set alight to the quality of learning!
Already citizens of 18 years or above age received the laminated voter-cards in our country. To protect militancy or other type of adolescent misconducts, citizens below 18 years of age, who are not voters, may need to be provided with identity cards. But citizens below 10 years of age, is arguable.  
In our country, due to several causes a big number of students change their school during primary learning. Even they do not know how to look out identity cards. Rather, it will create another type of stress for the young learners along with their regular school kit.
When our primary education is facing various types of challenges, i.e. infrastructure, electricity, hygienic environment, teaching and supporting stuff and so on, then expending 179 crore for identity cards seems to be a lavish project for us.
MoPME may think something else which will create impact to ensure the quality of primary education.
