Plan to widen edn sector under PPP

The government is going to take massive plan with a view to strengthening the education sector under Public Private Partnership (PPP).
Officials of the Directorate of Secondary and Higher Education (DSHE) have already started to prepare a proposal in this regard. They have taken such initiative for the first time in the history of the country’s education sector, sources said.
They said, the new plan will encourage the private companies and affluent people to contribute to education sector by establishing new schools and colleges, organising training programmes, and providing support to Science and ICT education.
The government will provide help to the interested private companies and affluent persons as per their choice.
Assistant Director of Planning and Development Wing (PPP Cell) of DSHE Hafizur Rahman told The New Nation on Monday that only a few educational institutions had been established by the government in the country. But most of the educational institutions had been built on private initiatives. Thereafter, the government recognised the institutions and extended its helping hands. So, informal PPP has already been in the country.  
“The PPP in the education sector is a new concept in the country. It will help provide all possible help to enhance facilities for ensuring quality education,” Hafizur Rahman said.
 “We are working to prepare a proposal in this regard. The proposal will be sent to the Education Ministry for the approval of the PPP Wing of the Prime Minister’s Office (PMO). We will take further initiative after getting the positive response of the PMO,” the DSHE assistant director said.
The ministry has appointed two consultants, including a British expert, to make the plan successful. The consultants are Zahidur Rahman and Steave Hornshaw.
Md Monirul Islam, Research Officer of the Planning and Development Wing (PPP Cell) of DSHE, told this correspondent that the PPP would help contribute to the expansion of Science education, develop laboratories and train up the ICT teachers.
A workshop on how to implement the PPP project will be held on October 24 to spread the idea among the ministry and DSHE officials.
The DSHE officials said the government has a plan to establish many Model Residential Schools and Colleges in capital Dhaka under the PPP project. They also said that anyone could contribute in building new class rooms of the educational institutions across the country.
It may be mentioned here that the government enacted and gazetted Public-Private Partnership Act, 2015 on 16 September, 2015.
The PPP Act has been enacted with the objective of facilitating the development of core sector public infrastructure and services vital for the people of Bangladesh.
The law prioritizes increased investment in infrastructure which is essential for sustainable economic growth. It further provides a robust legal framework to attract the interest of national and international private sector investors to join in partnership with the government in building and upgrading core infrastructure assets.
The goal of the Government is to ensure a more rapid, inclusive growth trajectory, and to better meet the need for enhanced, high quality public services in a fiscally sustainable manner.
The officials further said, the government will follow all the rules and regulations of the PPP Act-2015 to implement any development work under PPP in the education sector.
