The High Court (HC) on Sunday directed the government to take necessary steps to stop hydraulic horn or high sounding horns of the vehicles across the country including the capital city.
The court also ordered to form surveillance teams across the country to control high level sound according to the Environmental Rules and Sound Pollution Control Rules.
Inspector General of Police, DIG (highway), Chairman of BRTA and Joint-Commissioner (Traffic) will comply this order.
The HC bench of Justice Quazi Reza-Ul Hauque and Justice Mohammad Ullah passed the order after hearing a supplimentary petition.
Human Rights and Peace for Bangladesh, a rights organization, filed the petition seeking necessary directives from the court to stop hydraulic horn or high-sounding horn across the country.
Advocate Monzil Murshed took part in the hearing in favour of the petition while Assistant Attroney General Titus Hillol Rema stood for the state.
After court’s order, Advocate Monzil Murshed said, sound level in residential, commercial and industrial areas are detailed in the Environmental rules 1997 and Sound Pollution Control Rules 2006.
As per rules, no one can use high-sounding horn in those areas. But high sounding horns are used there.
The court had ordered the above four to form observing teams across the country including Dhanmondi, to control high level sound.
The court also fixed December 13, 2017 for further hearing on the matter.
On October 8, the same HC bench directed the vehicle owners and drivers all over the country to handover hydraulic horns to the concerned police stations within 15 days.
The court also asked police to destroy the hydraulic horns soon after getting those in hands.
Earlier on August 23, the HC directed the government to take necessary steps in 48 hours to stop the use of hydraulic horns in Dhaka city.
