Human resource (HR) development is an important and essential element of a country’s economic development. Other elements of development without human resources become meaningless. Human resources can be made more efficient and productive through education, training, modern technology, healthcare. Human resource development is the process of enriching with the pace of the world education, training and technical knowledge. The other name is the capabilities. So for obtaining the objectives of the proper application of human skill in human sectors; all human internal qualities, talents must flourish for the sake of human resource development. In our country, there are people from different professionals are well trained, achieve skill, they would be able to perform in high degrees with better result. And finally a resultant force will pull the nation to the befitting place, country will be highly ranked. Every professional will be highly prestigious and dignified. No defame can defeat one’s identity. People will be very much practical minded and nation will take its place of reputation and honor.
On the other hand, Digital Bangladesh is a commitment and a dream, which is the most talked about topic in the country in recent times. Bangladesh is now running ahead through a great change and transition. Setting a target of Digital Bangladesh in the twenty-first century, Awami League chief Sheikh Hasina has taken her oath as a prime minister for the second time in 6 January 2009. The main theme of Awami League and their election manifesto was to make Bangladesh a middle income country and to build an information technology based ‘Digital Bangladesh’ in the year 2021. Awami League in their election manifesto also declared that through this vision Bangladesh will be made prosperous digital society and knowledge-based economy will be achieved. Digital Bangladesh is in fact the first step in establishing a knowledge-based society. To fulfill the dream “Bangladesh Computer Association” organized ‘Digital Bangladesh Summit’ in 2009 where Digital Bangladesh issue was given the top most priority.
Realizing the importance of ‘Digital Bangladesh’ and ‘Global Village’ which are very much the part of the science and technology, the government has been preparing the educational institutions. Beginning from primary and higher secondary schools to the higher education, IT coordination has been brought. Specialized universities have also been set up. Bangladesh is small a country but over populated. In this country, there are 80 millions of young people who are in the age group of 15 to 35 years. If these youths are educated with modern knowledge, skills and technology in higher education, Bangladesh will have a better position in the world place. So we can say that these youth forces from the age group of 15 to 35 years will turn to vast resources. We have to reach our desired goal by making them technology friendly. In this regard necessary research and technological higher education is required. At the same time, the universities must be proactive. In the digital era people’s economic condition is changing. Through IT revolution, the era of Bangladesh’s economic foundation is becoming strong. This will create massive employment. Administrative infrastructure will also be dynamic and corruption will be reduced. In the technology sector Bangladesh today has achieved wonderful progress. The 4G technology has reached the door steps in the nook and corner of the country. The internet technology is improving our communication system as well it is playing a significant role for acquiring quality education of our learners.
The upcoming fourth industrial revolution will emerge and be conducted with the knowledge of science, education, communication, transport, industrial, robotic science, medicine, health, agriculture and research. And this will have integration with the use of modern technology in a digital world. The education quality, standards and efficiency must be increased not only in the universities but also in the engineering universities. English education also needs to have a focus. Developing English education through syllabuses and curriculum also needed along with mother tongue Bengali. But there may be other issues. However, science and technology-based issues must be looked into with special importance. This revolution will be basically a revolution of technology.
4th Industrial Revolution is much discussing now a days. Scholars are describing concurrent innovations like artificial intelligence, robotics technology, 3D printing, block chain and big data etc. as beginning of 4th IR. 3D printing technology will create a new era of production concept. People are capable to manufacture quick and as like things by 3D printing technology. From construction into healthcare, from production into post consumption behavior of the consumers everywhere a new quick and perfect age is started. It is very essential for the entrepreneurs to adopt newer technologies, use newer machineries and produce products or provide services according to the change demand of consumers. Many successful companies like Kodak, Fuji, Blockbuster etc. being abolished due to their inability to innovate or adopt with newer technological advancement.
Nation’s progress depends on human resources development. If people of state become proactive, dynamic it will be highly contributive with the skill, they possess. In the present competitive world, only the fittest will survive, others cannot. If the youth of the country want to stand on their own feet by achieving the job excellence, nation will undoubtedly make a stand towards the momentum of development.
