Inter-bank ATM transaction: BB to impose Tk15 charge

Bangladesh Bank backtracked from its earlier decision of imposing a fee at Tk 20 on each inter-bank ATM transaction from currently charged Tk 10 amid criticism from different quarters, said officials of the central bank, New Age reports.
The central bank has now decided to impose the fee at Tk 15 on per automated teller machine transaction under National Payment Switch Bangladesh project, a BB official told New Age on Monday.
The BB earlier made a decision to double charge on the clients on inter-bank ATM transactions, bowing down to repeated pressure by the scheduled banks, he said.
But, the BB has recently made a decision to decrease the inter-bank ATM charge to Tk 15 to give release the clients from the higher service charge.
The central bank will issue a fresh circular to the banks in this regard as soon as possible, he said.
The BB had issued a circular to all banks on March 18, 2014 asking them to impose maximum charge of Tk 10 for each inter-bank transaction by clients through ATM under its NPSB as it had no directive in this connection.
The BB circular had said the card (debit or credit card) issuer banks would have to pay Tk 20 to the ATM owner banks for each inter-bank transaction.
It had said the card issuer banks would have to impose a maximum charge of Tk 10 for each inter-bank transaction by its clients through the ATM machines, meaning that the card issuer banks would have to pay a subsidy of Tk 10 per such transaction.
After the issuance of the central bank circular, the card issuer banks had expressed their dissatisfaction and objection before the BB requesting it to release them from the subsidy cost of Tk 10 in every inter-bank ATM transaction, the official said.
The BB tried for a long to continue with the inter-bank ATM charge of Tk 10, but the banks put tremendous pressure on the central bank to change its decision, he said.
Against the backdrop, the central bank made the decision in the last bankers’ meeting held on December 15, 2014 to double the charge of each inter-bank ATM transaction which created criticism from different quarters.
For this reason, the central bank has taken a new decision to decrease the per ATM transaction charge to Tk 15, the official said.
According to the new decision taken by the central bank, the card issuer banks would have to impose a maximum charge of Tk 15 for each inter-bank transaction by its clients through the ATM machines, and the card issuer banks would have to pay a subsidy of Tk 5 per such transaction.
The central banker said that the card (debit or credit card) issuer banks had to pay Tk 20 to the ATM owner banks for each inter-bank transaction like the previous rules.
